Water main breaks

Early Sunday morning, 10-17, a water main broke. PV Housing changed their voicemail to inform renters who called them.
Interestingly, in the other student housing complex affected by the break, Verano Place, the housing administration sent out an email to all residents:

Early this morning there was a main water break between unit 6 and the new Palo Verde extension. The problem is being worked on, but the result in some areas is either low water pressure or no water at all. We understand that this is a big inconvenience and we are working on it as fast as we can. As of right now, we don't know how long it will take until the water is completely back on.

ARE YOU PARKED IN PARKING LOTS 32 OR 33?
The water main break created an excess flow of water and sludge build-up in parking lots 32 and 33. If you are parked in these parking lots, please move your car so we can clean the sledge build-up.

There is a sprinkler near parking lot 26 that has intentionally been turned on in order to release some of the pressure flow from the water main breakage area.

I am wondering why the Palo Verde administration didn't sent out emails, and instead only updated their voicemail system.
They have some email merge system, using the Eudora mail program, after all.
On 11:27am this morning, I received this email from PV housing:

Dear Residents,

We are sorry to inform you that due to the water break yesterday, the water will be intermittently shut down today from 11am-5pm. Also, we will expect another shut down sometime this week, and we will do our best to let you know in advance.

Thank you, and sorry for the inconvenience.

This is a bit indicative of how PV Housing seems to work: sending emails after the fact. They announced at 11:27am that water was cut off beginning at 11am...

Later in the day, another email informed of yet another water cut off scheduled for Tuesday. At least this one came before the actual cut off:

Palo Verde Residents,

We are sorry to inform you that the water will be shut off tomorrow, October 19 between the hours of 9am -3pm.

Again, we apologize for the inconvenience.

At around 8:45pm, there apparently was another water main break, this time at California and Adobe streets.
